Professor and Chair
Sireesha Y. Reddy, M.D., is chair and professor in the Department of Obstetrics and Gynecology, with a secondary appointment in pediatrics at Texas Tech University Health Sciences Center El Paso. She trained at the Columbia University College of Physicians and Surgeons and at the University of Rochester.
Dr. Reddy is currently chair and professor at Texas Tech University Health Sciences Center at El Paso in the Department of OB-GYN. She formerly served in multiple leadership positions in administrative, clinical, and educational roles as vice chair, division chief for academic general OB-GYN, residency program director, clerkship director, and ambulatory director. She has been recognized for both medical student and resident teaching.
Dr. Reddy is dedicated to improving access to adolescent girls’ and womens’ health care in El Paso, Texas, and rural West Texas. She is leading efforts in outreach to critical access hospitals and leading efforts to provide additional opportunities for training in rural obstetrical health. She has led projects in improving maternal and adolescent gynecological health, leading to improved maternal outcomes and access to contraception.
Dr. Reddy works with medical students, residents, certified nurse midwives, and nurse practitioners as a lead educator and team member. She has received many opportunities, such as NIH Career Development Awards through the Women’s Reproductive Health Research Program and Howard Hughes Biomedical Research Program, that laid the foundation for a career in academic medicine. With a career focus in translational work, her research interests focus on how basic science application can lead to clinical advancement with the goal of improving chronic conditions that affect adolescents and continue to manifest into their adulthood.

Richard G. Arms, III, M.D., is an assistant professor in the Department of Obstetrics and Gynecology. Dr. Arms is board certified in Obstetrics and Gynecology. He received his medical degree from Creighton University School of Medicine and completed his residency at Creighton University Affiliated Hospitals in Omaha, NE. Dr. Arms completed a fellowship in minimally invasive gynecologic surgery at Texas Tech University Health Sciences Center El Paso and has been serving the local community ever since.
He specializes in laparoscopic surgery for complex pathology, such as large fibroids and endometriosis, as well as operative hysteroscopy. Dr. Arms is also actively involved in teaching laparoscopic skills to new generations of physicians.

Sireesha Y. Reddy, M.D., is a professor in the department of obstetrics and gynecology, with a secondary appointment in pediatrics at Texas Tech University Health Sciences Center El Paso. She trained at Columbia University, College of Physicians and Surgeons and at the University of Rochester.
Dr. Reddy is a board-certified obstetrician and gynecologist who joined the faculty as division chief for the general obstetrics and gynecology division and medical director of the Women's Health Practice. Her clinical focus is in the care of pediatric and adolescent gynecology patients understanding that this special young population has unique requirements for physicians who are skilled in the medical evaluation, surgical management, and correction of gynecologic disorders of this age group. Dr. Reddy has lectured and given workshops at national meetings including the North American Pediatric and Adolescent Gynecology Annual Clinical Meeting. She is a member of the North American Society of Pediatric and Adolescent Gynecology, Society for Adolescent Medicine and the American College of Obstetrics and Gynecology. During the past years, Dr. Reddy has authored and co-authored peer reviewed publications. She has also been awarded several foundation and NIH grants to support her research.

Kelcy Steffen-Gutierrez, M.D., is an instructor in the Department of Obstetrics and Gynecology.
She received her undergraduate degree in Biology from the University of Texas at Arlington. She trained at TTUHSC El Paso Paul L. Foster School of Medicine for her medical doctoral degree. She was inducted into the Gold Humanism Honor Society during her medical student training. She interned in Obstetrics and Gynecology at Las Palmas Del Sol Medical Center and then returned to TTUHSC El Paso for Obstetrics and Gynecology residency. As a resident physician, she received a variety of teaching awards. Her previous research projects have focused on El Paso’s unique border population, focusing on underserved populations and menopausal patients. She enjoys spending time with her family and two German shepherds in her free time.
Assistant Professor, Clerkship Director
Dr. Welshans holds the position of assistant professor within the Department of Obstetrics and Gynecology and serves as the curriculum coordinator for the OB-GYN clerkship at the Foster School of Medicine.
She obtained her undergraduate degree in biology from Temple University and her medical degree from the Commonwealth Medical College. Following this, she completed her residency training at Geisinger Medical Center.
Dr. Welshans is a board-certified OB-GYN and a fellow of the American College of Obstetricians and Gynecologists. Her professional focus lies in providing comprehensive OB-GYN care, with particular expertise in medically complex pregnancies, gynecologic surgery, adolescent gynecologic care, contraception, and menopause management.

Ting-Tai Yen, M.D., holds the position of instructor within the Department of Obstetrics and Gynecology.
Originally from Taiwan, Dr. Yen earned her medical degree from the Fu-Jen Catholic University School of Medicine. Her professional journey in the United States commenced in 2016 when she served as a research fellow at the Kelly Gynecologic Service at Johns Hopkins University in Baltimore, Maryland.
Completing her obstetrics and gynecology residency training at NYC Health and Hospitals/ South Brooklyn Health (formerly known as Coney Island Hospital) in Brooklyn, New York, Dr. Yen distinguished herself as administrative chief resident during her final year. Alongside her clinical commitments, Dr. Yen has devoted herself to clinical and translational research, boasting a portfolio of peer-reviewed publications, presentations at national conferences, and multiple research accolades.
Beyond her medical pursuits, Dr. Yen is recognized for her musical talent as a violinist. She has garnered numerous prizes in national competitions, contributed her talents to charity concerts, and currently holds the position of first violinist in the esteemed World Doctor Orchestra. With the experience Dr. Yen has gained, she looks forward to bringing her expertise and passion to women's health care, including obstetrics care and gynecological surgery, and to continue her research and teaching work in the field.

Abdelrahman Yousif, M.D., is an instructor in the Department of Obstetrics and Gynecology.
He received his medical degree from Cairo University, in Cairo, Egypt. He completed his residency training at Hurley Medical Center, Michigan State University, in Michigan. During residency, he received the academic chief resident award in 2022-2023. His research interests include gynecologic cancers and endometriosis care among the underserved population. During residency, he completed Global Clinical Scholars Research Training, a one-year clinical research certificate program, at Harvard School of Medicine. In his free time, he likes to play soccer, hike, and travel to explore new cities and cultures.

OB/GYN Vice Chair, Division Chief of Gynecology Oncology, Associate Professor
Eugene P. Toy, M.D., is an associate professor with board certification in obstetrics a gynecology, and gynecologic oncology. He has been a member of the Society of Gynecologic Oncologists since 1999. Born in San Francisco, Dr. Toy is a native of California. At an early age, he pursued a professional career in music at the Juilliard School, performing in many venues across the country. He received his medical degree from the Mt. Sinai School of Medicine, residency training in Obstetrics and Gynecology at the University of Rochester, and fellowship training in gynecologic oncology at Yale University.
Dr. Toy has received numerous awards for his conduct of teaching, research, and public service. He was one of the first to use robotic surgery in the treatment of gynecologic cancer and continues to proctor other new robotic surgeons as well as train residents in use of this platform. His penchant for basic science research has furthered his study of DNA damage pathways in Gyn cancers, with particular interest in HPV and influence of the microbiome. He has spoken both nationally and internationally on the latest in Gyn cancer therapies. His work in the Rochester community was recognized by Gilda’s Club, having raised thousands of dollars for cancer support with his piano playing. He brings this 25-year experience back to El Paso to be closer to family as well as further advance his academic pursuits.

Dr. Greenberg received his undergraduate degree from Cornell University in New York and his medical degree from State University of New York School of Medicine.
Dr. Greenberg is board certified in obstetrics and gynecology and gynecologic oncology. Dr. Greenberg received the "Friends of Women's Health" Award, the TTUHSC "Dedication to Resident Education and Patient Care" Award, Armed Forces District Chairman's Award for Best Clinical Research Paper, American Cancer Society Clinical Fellow and the New York State Regents Scholarship and Scholar Incentive Award. Dr. Greenberg is involved in the management of gynecology malignancies, complicated pelvic surgeries, teaching, and research.

Dr. Montoya, a native El Pasoan, is board certified in obstetrics and gynecology as well as in female pelvic medicine and reconstructive surgery.
He received his undergraduate degree from the University of Texas at El Paso and his medical degree from UT Southwestern Medical Center in Dallas, Texas, followed by residency training in obstetrics and gynecology at TTUHSC El Paso Paul L. Foster School of Medicine. He returned to Dallas to complete a three-year fellowship in female pelvic medicine and reconstructive surgery at UT Southwestern Medical Center. He has received multiple teaching and research awards, including the President's Award for Outstanding Research in Gynecologic Surgery from the Society of Gynecologic Surgeons, and a research grant from the American Urogynecologic Society/June Allyson Foundation. He has authored several peer-reviewed publications and has performed research studies on pelvic anatomy, native tissue vaginal reconstructive procedures, and anal sphincter recovery after injury. Areas of interest include transvaginal surgery, vaginal reconstruction for prolapse, urinary and anal incontinence.

Dr. P. Antonio Maldonado is a proud native of El Paso, Texas. He completed his undergraduate degree in Biology at Yale University and medical doctoral degree at the University of Texas Southwestern Medical Center (UTSW) in Dallas, Texas.
After completing his residency in Obstetrics/Gynecology at Yale New-Haven Hospital, he returned to UTSW in Dallas to complete a 3-year fellowship in Female Pelvic Medicine and Reconstructive Surgery. He is board-certified in Obstetrics & Gynecology. During fellowship, he received various awards for his research and service, including the Society for Gynecologic Surgery (SGS) President's Award for his Fellow Prize Paper, the Pelvic Floor Disorders Research Foundation Fellow Grant, and the Parkland Health and Hospital System Fellow Award of Excellence in Patient Care. His areas of interest and research include surgical anatomy of the pelvic floor, birth-related pelvic floor injury, laparoscopic and transvaginal repair of pelvic organ prolapse, and medical/surgical management of urinary incontinence.

Ghislain Hardy, M.D., M.Sc., FACOG, is an assistant professor and maternal fetal medicine specialist at Texas Tech University Health Sciences Center El Paso in the Department of Obstetrics and Gynecology.
He earned his medical degree from the University of Montreal and completed his residency training in obstetrics and gynecology at McGill University, followed by a fellowship in maternal-fetal medicine at the University of Ottawa.
Dr. Hardy’s areas of interest are: fetal brain ultrasound, medical education, community outreach and health economics. He has also earned a master’s in health economics, policies and management from the London School of Economics in the United Kingdom. He is an active member of the American College of Obstetrics and Gynecology, Canadian Royal College of Physician and Surgeons, and the Society for Maternal Fetal Medicine. He is an avid hockey fan, so look for him at El Paso Rhinos games.

Dr. Mulla completed his master’s and Ph.D. degrees in the Department of Epidemiology and Biostatistics at the University of South Florida College of Public Health in Tampa.
Dr. Mulla completed his master’s and Ph.D. degrees in the Department of Epidemiology and Biostatistics at the University of South Florida College of Public Health in Tampa. Prior to joining the Department of Obstetrics and Gynecology in 2006, Dr. Mulla was a faculty member at the El Paso Regional Campus of the University of Texas School of Public Health at Houston (UT-Houston). He has worked over 20 years as an epidemiologist and authored over 95 papers in peer-reviewed journals. Dr. Mulla’s honors include the Outstanding Teacher Award from UT-Houston, and the Professional Achievement Award from the University of Arizona Alumni Association in Tucson. Dr. Mulla is certified by the National Board of Public Health Examiners.

Luis S. Noble, M. D., graduated with honors from Instituto Tecnologico de Estudios Superiores de Monterrey Medical School, Monterrey, Mexico and did his residency at Baylor University Medical Center, Dallas, TX.
Dr. Noble did a research fellowship in reproductive medicine at Baylor College of Medicine in Houston, TX and a clinical fellowship in reproductive endocrinology and Infertility from the University of Texas Southwestern Medical Center, Dallas, TX. He is the recipient of numerous national research awards from the Society for Gynecologic Investigation and the American Society for Reproductive Medicine for research in endometriosis. Dr. Noble's areas of interest are endometriosis, reproductive surgery, and assisted reproductive technology.
