Texas Child Mental Health Care Consortium (TCMHCC)

The Texas Child Mental Health Care Consortium (TCMHCC) was created by the 86th Texas Legislature to leverage the expertise and capacity of the health-related institutions of higher education to address urgent mental health challenges and improve the mental health care system in this state in relation to children and adolescents. The TCMHCC has five initiatives, the Child Psychiatry Access Network (CPAN) and Perinatal Psychiatry Access Network (PeriPAN), the Texas Child Health Access Through Telemedicine (TCHATT) program, workforce expansion programs (CAP and CPWE), and research. The Child Psychiatry Access Network (CPAN) provides primary care providers and pediatricians with telephonic consultation and educational support for their child and adolescent patient’s mental health concerns. Additionally, reproductive care providers can now access the Perinatal Psychiatry Access Network (PeriPAN) for assistance with perinatal mental health care for their patients.

The Texas Child Health Access Through Telemedicine (TCHATT) program provides telemedicine or telehealth programs to school districts to help identify and assess the behavioral health needs of children and adolescents and provide access to mental health services.

Community Psychiatry Workforce Expansion (CPWE)

The CPWE provides full-time psychiatrists to serve as academic medical directors at facilities operated by community mental health providers and new psychiatric resident rotation positions at the facilities.

Child and Adolescent Psychiatry Fellowships (CAP Fellowships)

CAP Fellowships provide additional child and adolescent psychiatry fellowship positions at the health-related institutions.

The TCMHCC research initiative has created two state-wide networks across the departments of psychiatry at state-funded HRIs to provide the delivery of child and adolescent mental health services in Texas in alignment with the state-wide Behavioral Health Strategic Plan.
