Outreach and Community Engagement Staff

Ms. Loretta Flores serves as the Executive Associate to the Vice President for Outreach and Community Engagement and liaison for the office for outreach and engagement activities for Texas Tech Health El Paso. In addition to managing the daily activities of the Vice President, she assists with administrative oversight and supervision of operations for the Paul L. Foster School of Medicine Medical Student Run Clinic and Mobile Care Unit. She is a native El Pasoan with over thirty-two years of dedicated service to Texas Tech Health El Paso. She holds a Master’s in Business Administration from the University of Texas at El Paso and remains active in national organizations that benefit the El Paso community. Loretta is a proud mother of two, a UTEP Alumnae, and an animal advocate. She attributes her passion for her professional career to her family and her El Paso community.

Ms. Valeria De La Hoya serves as the Unit Manager to the Vice President for Outreach and Community Engagement and acts as a key liaison between Texas Tech Health El Paso and the community. In this role, she actively recruits Community Faculty to support student learning and fosters meaningful partnerships that strengthen TTUHSC El Paso’s mission of service and engagement.

She holds a Master’s in Education with a concentration in Higher Education and is currently pursuing her Ph.D. A proud Miner Alumni, Ms. De La Hoya completed her undergraduate studies at the University of Texas at El Paso.

A dedicated team player, she brings energy, commitment, and a growth-oriented mindset wherever she serves. Valeria represents Texas Tech Health El Paso with integrity and pride, embodying the values of collaboration and service. Deeply rooted in her hometown, she treasures her El Paso community (“El Chuco”) and is honored to contribute to its continued growth and success.

Fernanda Jurado serves as a student assistant for the Office of Outreach and Community Engagement at Texas Tech Health El Paso supporting with daily administrative tasks. She is currently pursuing a Bachelor of Science in Nursing at the University of Texas at El Paso. She is passionate about community health and aspires to make a positive impact as a future nurse.
