Consumer Rights: Access to Your Health Records and How to File a Complaint (In accordance with Texas Health and Safety Code § 181.105, as added by HB 4224, 89th Regular Session, effective September 1, 2025)

As a covered entity providing health care services, TTUHSC El Paso Student Counseling Services is committed to protecting your privacy and ensuring you can easily access your health records and address any concerns.

You have the right to request and obtain copies of your health care records. Below are detailed instructions for the three key actions required by state law:

  1. Request Your Health Care Records You may request access to or copies of your protected health information at any time, in accordance with federal FERPA regulations, and Texas law.
    • Submit your request in writing (via our patient portal, email, mail, or in person).
    • Use our Health Records Request Form on Titanium using this link: https://titanium.ttuhscep.edu/TiWC/SSC/RHCR
    • Processing time: We will respond within 14 business days (or sooner if possible).

  1. Contact the Disciplinary or Licensing Authority for This Entity Student Counseling Services are facilitated by licensed mental professionals, such as Licensed Professional Counselors (LPC) and Licensed Professional Counselor – Associates (LPC – Associate).

The Texas Behavioral Health Executive Council regulates licensed mental health professionals in Texas. If you have questions about licensure or professional standards, you may contact BHEC directly:

File a Consumer Complaint If you have a concern about privacy, access to records, billing practices, or other issues related to your health information or services (as described in Texas Health and Safety Code § 181.103), you may file a complaint with the Texas Attorney General's Office (for health information privacy or consumer issues):

You also have the ability to file a complaint with the Texas Behavioral Health Executive Council (see #2 above) if the complaint involves a specific provider's conduct.
