Project Development and Engineering
The Engineering and Project Management department at Texas Tech Health El Paso is responsible for the planning, design, construction, renovation, and furnishing of facilities across Texas Tech Health El Paso campus. This includes comprehensive oversight of clinical, research, and educational buildings, ensuring that infrastructure, interior spaces, and furniture solutions align with institutional needs, code requirements, and operational standards.
The department delivers both capital and minor projects with a focus on quality, safety, compliance, and functionality—supporting the university’s mission through well-designed, purpose-driven spaces.
Core Services and Responsibilities
Engineering and Project Management manages a full spectrum of project services, including:
- Space planning, programming, and feasibility studies
- Design and engineering coordination with external consultants and internal stakeholders
- Budgeting, cost estimating, and funding documentation
- Construction management, scheduling, and quality control
- Furniture planning, selection, and installation coordination to meet functional and ergonomic needs
- Regulatory compliance oversight (NFPA, ADA, IBC, TDLR, and healthcare-specific codes)
- Coordination with IT, Safety, Facilities, and Environmental Services for integrated solutions
Support for All Texas Tech Health El Paso Facilities
The department oversees projects that enhance and maintain the university's broad range of facilities:
- Clinical buildings: patient care areas, simulation centers, clinics, and exam rooms
- Research facilities: laboratories, clean rooms, and specialty research spaces
- Educational buildings: classrooms, lecture halls, student learning spaces, and faculty offices
- Infrastructure and utilities: HVAC, plumbing, electrical systems, site development, and mechanical upgrades
Project Oversight and Accountability
- Tracks project progress through internal project management platforms and reporting systems
- Provides milestone updates to executive leadership and stakeholders
- Manages furniture procurement and installation, ensuring timelines and user needs are met
- Oversees project closeout, inspections, warranties, and turnover to operations teams
